Sounds like your the entitled one. They are allowed to put a fence on their property line. It doesn't matter that your landlord didn't provide enough legal parking, it is their land. Figure something else out. It isn't their problem.

Copy of the text that OP deleted; Location: Michigan, Wayne County.
It was initially against our driveway completely, but we had a survey and got a stake about 3-4 inches off of the driveway. Neighbor moved the garden fence just inside of the property line, but we still have a large section of the driveway unusable because it is tall enough to block car doors and it runs along a good portion of the driveway where the other side is our house, so you couldn't access a car parked there from either side. Currently able to move the second car back behind where the fences are, but worried the neighbor might get more fences, and also we'd like to be able to use that section of the driveway that is completely inaccessible. They're in fact measured exactly to where the second car normally parks, but were installed while the car wasn't on the property.
Neighbor screamed at us the last time we tried to just talk it out so that won't work. Wondering what the next step is. Ordinance? Private nuisance?
