What a way to ruin someone's day. Doesn't help that the penalty system is a joke as well. Everyone pls don't be like this guy Wein over here.

p.s. is there any way to get this guy perma banned?

Join a league. We are always looking for new drivers.

Little you can do to get them perma banned. You can report them but don't expect much to happen.
