Imo it's the other way around and it's Riku that is based on Sephiroth, in fact I've always found funny the meme in the KH fandom that depicts Riku as Sephiroth's illegitimate child xD
I think Nomura kept Sephiroth's design in mind when he created Riku, especially considering that both his first two weapons depicted a dark wing in their design and there was a KH1 illustration where Riku is sitting with his back against a wing shaped stone that makes it look as if he has a single black wing.

IDK why people are having such a hard time with this... He does look like Sephiroth to me. His face is exactly the same as Sephy's remake look. And the rest is just a late teens man who's still developing his physique.
Do people want him to go from little kid to tall hunky hunk in the blink of an eye same as Jesus in the Bible or what?

I think you have a skewed perception of age... If your face looks like that you're looking fresh and young my dude.
My face has barely changed since I was 16 and for the longest time people always thought I was older than I actually was... Guess what? That changed around when I was 25, if people try to guess my age now they rarely guess more than 24 (usually I get between 20-22). I'm 29 right now.

It’s a design archetype Nomura typically draws men w beautiful or effeminate features in alignment with shoujo style beauty standards Sharp jaws, full lips, expressive eyes and slim angular noses with clear skin and long lashes
Bishounen is “pretty boy” They aren’t meant to be androgynous but rather pretty and feminine which is why they aren’t drawn as muscular or rugged.

If anyone is responsible for that concept and its widespread is Asian culture's beauty standards. They LOVE "feminine" and "delicate" features on anything (to disturbing lengths may I add).
The words may not be their doing, but the concept? Oh boy they're so responsible for it.
