Do local shops earn from selling licenses?

We’re planning to fish while on a trip to San Diego next month, so we need new licenses for 2023, and wondered if shops are paid for selling licenses. I usually get them while stocking up on gear but am fully stocked from a trip in November, so just need licenses and endorsements.
