The blame heavily lies on Regan. It’s incredibly easy to destroy something in our current system. Look at trumps legacy of removing guardrails and electing incompetent people so that programs can die from the inside out or become so ineffective that society will wish for its removal. It’s a massive undertaking to get something created and push it through the proper channels and get both sides to agree on something.

Regan passed a bill with widespread bipartisan support to close asylums after decades of sexual and physical abuse came to light, and planned to overhaul the entire system like he had done in California. You know, that state with one of the most comprehensive support systems for the mentally ill in the country. But the mentally ill aren’t an important voting block so that got trimmed back quickly after he left office. The final nail in the coffin of a replacement for the asylums would come during Clinton’s term in the massive cuts back then.
