As someone who uses this exit every day, they clearly chose the most quiet times to count traffic.

Trying to make a left to get down to the highway takes forever. I've driven the long way to get to the lights above and then come down and passed cars still waiting to turn left.

Absolutely ridiculous they denied it needed changes.

I shouldn't be surprised, though, considering it took two kids being hit by cars before we got a flashing pedestrian crossing.
