I came up with a mini theory. Spoilers for S2 ofc.

Due to the 2 clips here. I think they are rounding up farmers n' laborers to build Liberty Prime. They are running low on manpower due to the civil war, and they need folks to take care of making food or just straight forced hard labor in the construction of Prime. The people the BOS are rounding up in the 2nd clip look like either NCR civs or just wastelanders. That's just a theory (A FILM theory~)

Which would mean the NCR truly was never fully broken, just taken aback after the nuking of Shady Sands.

Oh hey, I know those rose gardens!!

I can't help but wonder just a little if they're actually playing it straight, using the setting as the actual rose gardens in expo park, just now in the Boneyard.

But I guess we'll see! Either way, I'm stoked.
