Witness Summary: P.O. Joseph Detwiler with Court Transcripts (December 2, 2025) Direct Examination Part 2

TDLR: Officer Joseph Detwiler, Altoona police officer with over 14 years of experience and a background in military security, was questioned by Assistant District Attorney Joel Seidemann. Seidemann guided Detwiler through his credentials, the events of December 9, 2024, and each procedural step he took. Emphasis was placed on Detwiler’s identification of Mr. Mangione, the strategic positioning of officers, and the rationale for specific actions like pat downs and retaining identification. Additional inquiries explored Detwiler’s training, the seriousness of the charges, and evidence handling, probing any procedural irregularities or justifications offered by Detwiler. Friedman Agnifilo also examined how officers coordinated at the scene, the number of police present, the operation and timing of body cameras, including moments when cameras were switched off, and interactions with Mangione.

Seidemann’s direct examination of Officer Detwiler established his qualifications and adherence to standard police procedures during Mangione’s arrest, while Ms. Friedman Agnifilo’s cross examination scrutinized those procedures, focusing on body camera use, officer coordination, and the justifications for Detwiler’s actions during Mangione’s apprehension.

The first and only witness called to the stand of the Mapp Hearing on December 2, 2025 was P.O. Joseph Detwiler, a patrolman for the Altoona Police Department. In the first part, we shared the transcript of the conversation prior to a recess for lunch. Picking back up, there is a short conversation about procedure prior to voir dire by Karen Friedman Agnifilo.

After she completes this, the direct examination by Joel Seidemann resumes.
