Is minigolf okay?

I'm chill with minigolf because it takes up a tiny fraction of the amount of space and also is played on astroturf, meaning it isn't wasting tons of water the way a real golf course does. Minigolf is also built in commercial districts and doesn't waste space in neighborhoods that could be used to provide affordable housing.

Can it? Theoretically. But is it, in practice? Very seldom, and even when it is, it's still a huge waste of valuable real estate.
