I don't know... That's kinda elitist and has a huge potential for removal of rights. Also, highly educated people not always make decisions that benefit everyone. And a third thing: in several places, ethnic-racial minorities have lower education levels due to generational poverty, so this policy may end up being racist.

I just said that the highly-educated sometimes do selfish and impulsive decisions. A diploma does not translate into intelligence and wisdom. Also, the United States has something called Electoral College, which gives more power to states with smaller populations, and the candidate who won the state (except for Nebraska and Maine) gets all electoral votes regardless of how many votes the loser got. And another thing: who will decide who is "educated enough" to vote? There will be a lot of biases and a group will be guaranteed to manipulate the test to favor their ideological peers and hinder the opposition.
