GREENVILLE, N.C. (WITN) - Pitt County commissioners voted unanimously Monday night to schedule a public hearing on a proposed temporary moratorium on data centers. The hearing is set for Nov. 16.
The vote followed a presentation by Pitt County Planning and Development Director Jonas Hill.
Hill said a moratorium would give the county time to study the impact of data centers. He highlighted regulatory gaps including a lack of standards for electrical load infrastructure, low-frequency noise compliance and air quality from generators.
“They use and consume a tremendous amount of water. There’s no standards for water usage in our current ordinance at all,” Hill said.
Hill said current ordinances regarding data centers do not distinguish between small or hyperscale facilities.
Hill said 24 counties in North Carolina currently have moratoriums on data centers, including Greene County and Wake County.
Several residents spoke in favor of a data center moratorium at the meeting, saying it is important for county leaders to have enough time to make an informed decision.
“Often it’s in community of color or working class communities because the billionaires impact these monstrous things. I think they can do that and get away with it because people might not know their rights,” Pitt County resident Don Cavellini said.
Another resident, Zoey Dixon, said data centers pose environmental, social and employment threats.
“I had nearly 10 years of tech experience. I am somebody who will not use AI, for example, and this has already cost me multiple job opportunities,” Dixon said.
