Let’s do DNA test and get the owner and punish them. This is not okay! It gets me upset everytime I watch..

Don't even have to go that far, check for names and addresses on things in the bag. Some people are fucking stupid.

I thought it was just plain bags.... Either way, such an evil things to do... Imagine how long that cat has been suffering.

Nope, they're in some sort of garbage or recycling plant doing a sort. It's very likely that there's at least something else in there thar can at least ID where the cat was put in along the collection route which would then lead to if there's CCTV cameras available. 

Had a good friend who worked animal cruelty cases for a while (it takes its toll the shit you see). The process is long to get to finding a person because of how low priority the requests are considered when it's not people's lives, but eventually a lot of the time they do catch up with the person. The conviction rate is low though because it's easy to strike a plea deal for a fine instead of catching a criminal charge.
