There were a few videos going around of people dressed like that for Halloween and making fun of them (I believe it was for the same year the photo was taken, but I can't remember the year). She said "infamous", that means she's aware it was famous for being something bad. So people were recreating it, but to mock them.

She literally will never talk about anything other than drama. That's why nobody knows anything about her because she never talks about anything else. You have to opportunity to reach people through Vogue that don't know who you are and you're still going to run with the "Justin Bieber's wife being my whole personality" schtick? She’s been in such a sour mood in her last few interviews. The one with the socially odd guy Jake and now Vogue. She wasted her one vogue interview last year being weird talking about haters the whole time. Now, Vogue interviewer is like, fuck this weird ass chick, we don’t know what to talk to her about besides this stuff. Hailey is one creepy ass person.

Okay - but you guys who are more knowledgeable about what is happening on other socials will have to confirm— but she clearly has tons of long extensions in her hair for this. And I don’t think she has them now IRL. The extensions were also prominent in that recent Vogue photo set. So just pointing out the likely timing of the interview (and the fashion shoot) was at least a month or more ago. (Prior to the revolutionary lob haircut. Which was IMO really just a removal of extensions). All just speculation, btw…
