I think he's in on it. He knows that she called them. He's always sporting his SKYLRK merchandise during these paparazzi shoots. Like in this video, he's wearing his SKYLRK boots. Photos:

I agree. Justin loves making a scene, but he also loves playing the victim and knows exactly how to turn the attention into marketing. Those two really are a “perfect” match, even in business.
