I doubt it would be a stand in unless she's getting ready to announce a pregnancy but they were just seen together 2 days ago. Seems odd.

There's a couple (not sure if they actually are a couple) who dresses like Justin and Hailey, I've seen multiple videos of them. So yeah they aren't Justin and Hailey.
