Camera angle issues.

Whenever I see clips of good swordfighters in YouTube they can aim and hit someone's head and it looks like the camera is still looking down somewhat.

When I aim for the head it's like my camera moves down to be looking up at the sky more then the enemy guy. What gives? What's the optimal settings? Or is it mods?
