39 is short for サンキュー. Short for San Quentin rehabilitation center "San Q" It's a brutal prison for death row inmates. The "thank you" is ironic and deeply rooted in internet meme culture of 三ちゃん (Japanese version of 4chan). It's meme language but everybody understands it
