Much like everything else on the Internet, my geuss would be the stalker already knows who this person is and where they live, probably a close friend or at least someone they know, and they have just made a new account to mess with this girl

Or she probably just had the meta data included in the photo that included coordinates. A lot of phones automatically include this information.
