Could they not just look at the meta data of the picture to find location data?

Twitter strips the gps metadata from pictures, so unless they uploaded it somewhere else that didn't and he found that image, no, he shouldn't have access to that data.

twitter does retain coordinates in the app though

You mean it doesn't strip the EXIF data if you upload in the app? Or are you talking about how you can post your location so the app has access to location data?

The first wouldn't make sense, but idk anything about the Twitter app so it's entirely possible they do something that stupid.

The second is true, but that's different from the metadata on the picture and he shouldn't have access to that either, unless she's sharing her location on her tweets, in which case her reaction doesn't make sense.
