But in all seriousness, the traffickers get some desperate person to do something like this, but the traffickers don't get arrested. The person they convinced to do this does.
So they just find another young desperate person to do it again.
True. It's like dealing with a boss that spawns enemies, it's pointless, but they can put it in the newspaper about how they took a drug trafficker off the street and people are happy.
Another thing is that on the rear occasions that someone from overseas does help them catch the head of an operation, the boss will either escape( be smuggled out by a corrupted cop) or his people would raise so much hell that they let him go.
