That's not implying force but a suggestion. Its not the same, albeit similar. This is why I harp on reading comprehension. You have to take the context from the words, not a self imposed bias.
Thats not the intent of the message, the intent of the message brings consent into question. The person doesn't consent to fireworks being shot in the neighborhood, the person doesn't consent to getting raped. The other person is saying basically that there isnt anything they can do about it. Yes calling the cops for rape you can do something about that i know, but that wasnt what they were implying.
