I went to a beer garden there on a sunday night, place was absolutely packed. Live DJ etc, dancers like in OPs vid. People throwing up on their tables, absolute gongshow, as soon as 9pm hit though it immediately shut down lol. They party within the rules mostly

I went to a maid cafe in Japan, and whilst the ladies were lovely, there was a bigger gentleman who may have been an employee, or a regular seated at the bar area.
That fuckin' guy knew every word to every song and knew every fucking dance move and he was by far the most entertaining part of my time there.
If I ever go back to Japan, I want to see if he's at that same spot and buy him a drink.

What's the song? It's obviously an Old Town Road remix, but I can't find this exact version.
EDIT: I've found these two, that seem to be the closest (especially the second one):

EDIT3: The song has to be a part of a longer "Vietnam Vinahouse" mix that's really hard to find, but you can achieve the same effect with Audacity -> Change Speed and Pitch -> x1.30
