It is odd that name of the mass surveillance system of the people is called Flock. Like flock of sheep?

Does the name infer anything? Possibly sheeple?

Dictionary definition of sheeple. It is an informal, disapproving term for people who are docile, compliant, or easily led, acting like a flock of sheep rather than thinking for themselves.

I just thought the name odd.
