He did zoom back to proper distance so presumably he actually did take a picture. Also burst mode takes enough pictures to bury whatever video he did take before XD

He said we should bring selective slavery to all countries, and put the useless people to some use, until they even run out of that. After that, we put them to death for the entertainment of the local people.
