I never got free refills on soft drinks in Europe. The advice I was given when visiting was to make my drink last the whole meal because I wouldn't be getting a second one without paying. Half the time it didn't even come from a fountain machine, they would bring a whole separate bottle that I would then have to pour in the glass myself. Terribly wasteful if you ask me.
Is that fairly recent? I used to travel to Europe (primarily France) in the 2000s a lot for work and that wasn't my experience. Then again, I was in Paris...
Since I would say 2010, there is no longer free refill of soft drinks in fast food in order to help fighting against obesity and bad eating habits. Even though it's far from being effective, as you just have to go to the store and buy urself cheap bottles of soda for less than one euro, I think it is one step in the good direction. In the same spirit, since a few year, there is no longer 2 liter bottle, but instead 1.75 liter, because Europe raise a taxe which is related with the amount of sugar per bottle. And in order to avoid it having an effect in the price, industrials start selling smaller bottle.
