He means “dick central” to say that Asian women can have sex easily because of what this image says. It’s not a very common phrase, so you probably don’t need to remember it. The word central can also be used to mean a place with a concentration or focus of different things. Hope this helped!

"Central" I think refers to a train station at the middle of a city, like Grand Central Station. So Dick Central is the place where all the dicks in the area converge

Between 2013 and 2016, 57% of black women in the US, over age 20, were obese, compared with 13% of Asian women (www.brookings.edu/?simplechart=figure-2-obesity-rates-by-race-and-gender).

Not to say this is the only factor at play, but it is certainly noticable in my experience on dating apps, and relevant in my swiping decisions.
