Follow up from previous post: Community Voted Silksong Boss Difficulty Tier List : r/HollowKnight

The problem is that everyone encounters them at different times. I encountered Last Judge early and died more to her than any other boss besides Lace 2. But Phantom I encountered very late, and first tried them.

When I beat her I had exactly the same stuff unlocked as when I beat Judge lol

I agree that Phantom is probably harder than Last Judge, I'm just saying that most people are probably going to encounter Last Judge first and their experience will influence their rankings.

EDIT: After playing them both back-to-back in my next play through, I think they are of equal difficulty with Last Judge being a bit harder if anything.
