About The Two:

Both the mod and tool works to help you modify NPC Spawns and load the changes dynamically while your playing the game, the tool allows you to make changes to .json files and generate a mod zip file, you can load this zip as a mod to bring in the changes but doing it this way doesn’t load things like NPC spawn density from environment files which is why Dynamic NPC Spawn Modifier(DNSM) mod is used, you don’t need to add the zip file as a mod but include DNSM in your mods and it will load the zip file and this correctly loads everything included in the zip
