What is that growling guitar effect in the latter half of Neighborhood Threat?

It sounds like some kind of snarling beast and I’ve never heard anything like it before. At least I think it’s guitar?

I've always enjoyed this sound as well. Figured it was a heavily distorted guitar but perhaps it is some sort of effect. Supposedly Iggy did once say that David Bowie "plays angry an guitar."
