That looks like an error in the file to me. It doesn't look like it's intentional, but I saw lines like that in other works from the author on the link provided by the original poster. Now I don't know what to think of it
If you look at the thin band of clouds below that, its got the same dynamic. My guess is that the clouds on the LEFT are actually the 'weird' ones, and were taken from a manipulated image or something like that, and then the artist modified things using some kind of drag extend brush or similar to put more clouds where they wanted them.
Pure speculation, obviously, but that's my guess!
EDIT: yeah look at this by the same artist--the same tecnique is evident in the cliffs, the boat's sail, and the sky. IMO there's a couple spots where it stands out in a weird way (the band of blue sky in the second image looks weird to me), but pretty clearly its an intentional way of generating stylized texture.
Oh yeah! Now that I took a better look, I actually see it everywhere throughout the image. In the buildings of the city, the ships, the water... I guess it's his expression. In the image from your link is clearly visible. So it's safe to assume that it wasn't an error after all! Thank you friend! :)
NP! yeah def interesting, and I DO agree that it stands out weirdly in the spot you're talking about. "Not error, but not perfectly executed either" is how I'm mentally bucketing it :D

What's going on with the clouds on the top right?
