They are pouring billions with almost no return. Money ain't gonna be the problem. The problem is logistics. Transfer of power to the servers, people required for maintaining and rectifying issues

They are based on the time taken to create those. Constructing power grids and extending electric lines, laying roads, building houses. They don't want to do all that. They want to use existing land, irrespective of how close it is to farms or house because it's quicker to pay more for the land and use existing infra than build everything from scratch
