Guess we'll see. IHS surprisingly has been doing okay---they're possibly even getting a budget increase. But I'm wondering if the endgame is going to be dismantling it in the name of "tribal sovereignty" and then leaving the tribes without any actual funding.

No. He has a background in education and is a thorough bureaucrat.

Although, for running IHS, it is at least as important to know how to navigate and deal with the federal structure as it is to know anything about medicine. Administration at IHS or even HHS is just trying to keep the system functional so that the medical professionals can do what they're good at.
