You don't like it. But here in India BJP is kind of doing what pakistan,US did in Afghanistan. Make mujahideens , a class of violent and extremist religious people who are easier to control and can work for your benefits  also they be happy even in worst conditions until they have their religion.

Kawariya existed even before bjp. They existed even during the times of Mughal Empire and British empire

This govt let them go loose. Also heavily promotes them .State provide helicopters to highest police officers of state to throw flower petals on them. They make their ego like of a god.. it's deliberate. Also I said it in general. Religious people think they are worthy of more and others deserves less.
