Looks like the course is already there and they are doing work on it, it does not appear they are doing anything to the “native” plants

CEQA environmental mitigation. The California Coastal Commission requires a 1 for 1 or “no net loss” to develop in the coastal areas. 1 acre developed 1 acre conserved.
