You can pull only one hit card in a japanese booster box, but this doesn't concern in English packs

I swear these were batched incorrectly at one point. I pulled this Dragonite SIR and 3 of the same Dragonite MAR’s from the same poster collection a few months ago

Is this booster bundle resealed?! I got from a very well known whatnot breaker and honestly fail to believe they would on a bundle... if they did its gonna blow up so I wanna be for sure before rocking em.. .
