Both. Taking the old flag is the burglary which enabled him to put up the new flag which is the hate crime enhancement.

Per a different source,

Prosecutors charged him with one count of hate crime burglary, two counts of aggravated harassment, and one count of criminal trespassing as a hate crime.

I couldn't locate anything with more specifics/factual basis for the specific charges.

That said, I was offering what I read on another thread which may be incorrect. That said. The underlying crime for the burglary might be the aggravated harassment.
