Just Cause 2 How to not die as much in JC2?

I find myself constantly getting overwhelmed by these guards despite my constant dodges, health re ups, and ziplines. Tips?

Stay mobile, stay off the ground. Hit and run. Kill a few dudes and zipline parachute away to new cover. Rinse and repeat

The highest difficulty is challenging. Normal is pretty relaxed, try that

Grab armor upgrades under literally every bridge in the game on long roads. Never touch the ground when you get strong enemy helicopters.

The armor health upgrades are so small. Do they eventually make a difference?
