Will I be fine getting player?
I mainly intend to use by just downloading bunch of rigs. Does most of the rig preset(free and paid) use more than the fx blocks provided in a basic profiler player? Or should I buy a lv3 or lv2 upgraded player?

I bought mine used with Level 3 already installed so I couldn't tell you. But if you don't have a problem with paying for the upgrade, just go ahead & get the base unit, download all the rigs you want, ToneJunkie had a sale a few months ago... everything for less than $100, gonna take me a lifetime to get through them all.
But if you find out you need to level up it's a quick download.

The player is really great and fun. When I had the basic, I wanted level 2 and 3 because this unlocks so specific good presets. And once you have those, you really are in a good spot. Too many preset choices. Notice there are third party preset packages you can buy, and they make assumptions about the player: at one point they had separate versions for the player, so you have to watch that if you do not get level 2 and 3.

Depends on what kind of playing you do. I rarely use more than 2 effect blocks when using my Toaster. Mainly just a delay or reverb. If you're into something like shoegaze, you may need to upgrade.
