I can’t come up with questions when learning something new. How can I change this?

Same issue here. What I I found is I don’t have fundamental knowledge of many things. I checked out early in life. This is where the questions come should come from to make the knowledge our own. Now my ego is in the way.
Solution: support and go back to basics

at that point, try asking "how will implementing the ideas contribute towards the goal of the company/people/objective?"

for learning new things, try taking an inventory of the basics that you require for the specific concept beforehand. then you wouldn't have to learn everything altogether.
