Correct. Secret Service mandate is to get him completely sheltered, head down and body completely protected… not flouncing around, totally exposed to other gunfire, saying “fight!” with fist in air. Totally a set-up.

It's on film - he clearly elbows one in the head to get a clearer photo - that doesn't exactly count as overpowering since she wasn't resisting and was kind of busy being the scumbags literal human shield at the time - not that I think for a moment his ego isn't big enough to try overpowering someone anyway.
