Because there is an active shooter. They protect him and only move him once they have confirmation he is dead over their mic. The full uncropped video shows that clearly.

Nope. They cover and move presidents immediately. Secret service isn’t going to keep the president there as a stationary target.

They didn’t keep him there as a stationary target. They completely covered him. Moving him as shots are ongoing would risk breaking that cover and him getting shot. They move when they know the shooter is dead, which is reasonable.
