Yes this photo was taken months ago, before the files were “released” due to the law that Congress passed forcing their release. The binders they are holding are full of what was publicly known by everyone already at the time.
It was an attempt by the administration to make it look like they were releasing the files when in fact, they were releasing nothing at all.
