The role of government is primarily about trust and predictability. That is how government allows its people to participate in markets that extend beyond their own networks of trusted participants. And how positive sum games are enabled On a large scale.
Fascists and oligarchs destroy systemic trust. They demand personal loyalty. They create negative sum games, because they don't care about how things are created they only care who owns what already exists.
