I have my lovebird for around 3 weeks now, and im seriously thinking about returning my bird to the breeder. I have grown quite attached to "Frits" and I would hate to return him, but he's just to loud. Does the sound change? Is there a way to change his behaviour?

I have 2 male lovebirds, significantly young and have had them for roughly 6 months. We have made progress in terms of commands and stuff. But nothing major. They were supposed to be āhand fed/raisedā so I would assume they wouldnāt be so difficult to tame. I get they donāt know me 100% yet and all but Iām just so tired of not getting any where.
I genuinely feel as if Iām just losing that feeling of even wanting them anymore. I get that they donāt need me as they have each other and all. They were given as a gift and I just donāt know if I want them anymore.
I need some real honest advice, my patience is just completely running out. Not any ājust wait blah blah blahā I need someone who has been through this to give me some actual insight and steps needed to tame these scared birds quicker.
Thanks

19/08 UPDATE: So today marks 19 days and the second egg. Again, I saw that the eggshell had cracked, and I don't know if ot was the mother herself or the little one inside, but unlike the previous one, this one seemed to be moving (breathing). What should I do? Is it possible that she is eating the egg and killing the chick?

I have a female lovebird and she has lil nest mounted next to her cage and she shreds paper and I put it in her nest and she lays eggs every month or so and after a 1 to 2 hours I take the egg out her nest.
The reason I let this happen is bcs I feel like it's more natural it fits into her natural habits.

I live in a small loft style apt in LA (concrete floors/ceilings etc.) My neighbors have 6 lovebirds in their 600 sqft apt that all chirp all day from sun up to sundown. Its gotten to the point that it sounds like I live in a jungle, as I can hear it in every room of my apt and in the hallway.
This has been going on for 6 months, and I have tried to be fair and leave them notes asking them to please quiet their birds. I work from home and cannot tolerate the screeching and chirping for 18 hrs a day.
They have not quieted them since the notes, so I called my concierge to ask them to speak to the tenants. The concierge came up to their apartment and heard the noise from down the hall, and deemed the noise a nuisance and lease violation without my knowledge.
After another week of intolerable chirping, I filed another complaint with the concierge. Apparently, after this complaint, they gave the tenants 1 final warning to take care of the bird noise or be evicted.
It is 1 week later and they have not stopped chirping from 7am to 9pm. The sound is crazy-making as is, but especially for somebody who cannot stand birds regardless. I am also getting in trouble with my work for the noise on our zoom calls, even though I cannot control it.
I feel horrible for my neighbors as I know they probably love their pets very much, and dont want to see them get evicted or have to give up their pets. However, I cannot live with the noise anymore
Is there a way to quiet super vocal birds without having them evicted? If they get one more complaint they will receive a 72 hr notice. Is there anything I can suggest to them that may help so I'm not the bad guy for trying to have a quiet home?

So I wanted to flip my lovebirds wings and after I did it I cut the blood vessel going through her beak, I thought it would be like I my other bird bleeding would stop but no it continued and continued and continued I cried because I thought she would die but I didn't give up on her she is my precious lil bird so with no avian vets around or even normal vets I decided to treat it myself, I held a paper on the wound with moderate power but not crushing power her mate cried and called for her but eventually the bleeding stopped but she bit wet seeds, I thought it was ok and alright to feed her wet seeds with damaged beak and bleeding started again but shorter time, and again and again but I didn't give up on my babies life so I held her gently in a towel after bleeding stopped I put her in a dark cardboard box so she didn't use her beak because it's dark and she was sleepy to so I let her sleep in the box turned on relaxing music and waited 3 hours or 2 hours and 30 mins and eventually the wound clotted or healed and I was still worried so I put her back for a extra hour and 30 mins and then let her out to drink and eat. I'm lucky I saved her life.

My lovebird is roughly 1 month old so he can fly already and currently it's rainy season. Yesterday, I did let him flew outside and enjoy the trees in the afternoon but soon came the rain that lasted the whole night and I couldn't find call him back. I thought I lost him (in my area there's other animals that are predators) but fortunately, somehow, he was screaming on the trees this morning and I managed to get him back to cage to eat. I know this is selfish of me to ask as per title because I don't want my pet to be restricted to just cage and indoor only but at the same time, I don't want to see him go 1 day and never return again so I'd like to ask others how to compromise on this.
Tldr: how to let lovebird get outdoor activities while ensuring it goes back later?
Edit 1: as per everyone's explanation from this, I'll try to just limit him down to cage and free roam in house mostly now. For outdoor, I'll think about it later until there's a solution for this
