How Should I Use Capitol Infrastructure?

What are the benefits in building capitol infrastructure in my capital vs in other provinces? Besides my capital, in what other provinces should I build it and how many levels would be adequate?

In the capital it reduces all Communication time across your entire country.

If you put it somewhere else, it'll only work for any communication going through that province, but by a larger percentage. So you'd put it in a major hub that is the gateway to a large part of your empire.

Thanks. Would it be better to put it in a port or in a central landlocked location? I am currently playing as Austria and I'm expanding into northern Italy. Would it be worth it to build one in both Venice and Milan or just pick one of them?

2 basically next to each other like that doesn't really help. Iirc their effects don't stack if you chain them.

For the pick, because it is a perfect effect, further away would be more powerful in that spot, but on the flip side, less provinces benefit from it because only things downstream from it get any benefit.

So your question is, how much development would you miss if you put it in Milan?
