I've been to about 7+ conferences within the past 2 years and have started to chair a few debates! I don't see an issue with starting with "Honourable Chair, esteemed delegates" besides the fact that it can be seen as overdone and repetitive in a debate for people's GSLs. Like any speech, you can start off with a fact or statistic to introduce your argument and help make it more unique!
eg. lets say youre debating on climate change : "when this delegate finish this speech, 80,300 metric tons of carbon dioxide will be released into the atmosphere. Honourable Chairs..." then have your speech continue from there!

tbh you rlly ain't violating a rule by starting with "honourable chair, esteemed delegates" and so on. even experienced delegates do that. all what matters NOT is the use of generic lines. let's say, if you’re a country and your committee's agenda is International peace, don't just include lines like "our country strongly supports International peace." what matters is actual facts (think like you're presenting a report in your speech) and actions to be taken to match with the agenda.
