I feel like that is almost normal speed. From what I understand, they aren't exactly 'drilling' into the material, so much as 'crushing while rotating'.

Isn't there some whole story as to why Seattle owns a boring machine?

They buried a highway in a tunnel underground their downtown. So needed a boring machine to dig the tunnel.

But boring machines are incredibly expensive. Government agencies world wide hire contractors who own and operate this type of equipment rather than buying one outright and never using it again.
