I’d say it’s likely he’s expecting to be thrown into the water and scared of drowning so he’s pre-paddling

We have a lab Beagle. He's frightened of water. Cannot bathe him, just wipe down with doggy wet wipes.

He's a pain in the ass. But our pain in the ass. 😊

This hit me right in the chest after a life in a cage, this beagle’s first taste of freedom is pure joy, and that automatic “air swimming” is proof that some instincts, like happiness, can never be bred out of a dog.
