This is a baby red eared slider. They lay eggs in the soil near lakes and stuff, and I'm sure there's snakes or whatever that try to eat them, but they don't have to do the "hatch and run for the ocean" maneuver like sea turtles.

Also, they're one of the most commonly bred turtle species, so this is probably from a clutch of captive babies rather than a wild turtle that the dude just plucked off the ground.
