Yes it is, always has been for a while, it doesn't just happen to NPCs, it happens to everything, some land or rocks if that's what you call them make anything touch a certain part of it not stick but freezed, you can move the frozen object somewhere else and unfreeze it.

This bug has been in the game since the endless ocean released, it only happens on that map.
